  • Primjena Pravila i komentari: U skladu s Pravilom 1 (a) (Primjena), ova se pravila moraju primjenjivati na sve brodove na otvorenom moru i na svim vodama koje su spojene s otvorenim morem a plovne su za pomorske brodove.
    Komentar:
    Otvoreno more su svi dijelovi mora koji nisu uključeni u teritorijano more ili unutrašnje morske vode bilo koje države.
